Juliette Gordon was born in Savannah, Georgia. She attended private schools in Georgia, Virginia, and New York City. Later, she traveled in Europe. While in Great Britain, she met and married William Low, whose family was also from Savannah. Shortly after her marriage, Juliette Low lost almost all of her hearing. The Lows were wealthy and traveled often. In 1911 Juliette Low met Robert Baden-Powell, the founder of the Boy Scouts. Low became interested in the Girl Guides, Britain’s female equivalent of the Boy Scouts. She formed her first troop of Girl Guides in Savannah in 1912. Three years later Low formed the Girl Scouts of America. For the next four years, she traveled around the country organizing troops. In 1919 Low represented the United States at the first International Council of Girl Scouts and Girl Guides meeting in London. She retired as president of the Girl Scouts in 1920 but continued to assist in organizing new troops until her death.
